Homelessness has many complex causes
A personal crisis can lead to homelessness if support services don’t give help that works for the individual. Barriers can make this worse, such as stigma or discrimination. Lack of affordable housing and poverty also drive homelessness as do lack of support for people leaving hospital, local authority care or prison.  
What we know works to end homelessness
Strong relationships

Supporting people to forge and keep stronger relationships is key to their stability and wellbeing. This means supporting strong community networks, too.

Financial security

Many people experiencing homelessness want to work, and many do have jobs. Targeted support can help people find and stay in secure well-paid work.

Affordable housing

Housing in the right places, with rent that can be paid by people on a low incomes,  is central to preventing homelessness and helping people rebuild their lives. 

Access to healthcare

Healthcare services can support people experiencing homelessness or identify when people are at risk of becoming homeless.

Discharge programmes

Programmes that support people on release from prison and mental health units and leaving local authority care and the armed forces can reduce homelessness.

Housing with high support

People with long term histories of homelessness are more likely to rebuild their lives if they are given accommodation with no conditions attached, plus high levels of support.

Effective services

Services such as healthcare, education and support finding work can support people experiencing homelessness with more flexible, tailored programmes.

Reducing poverty

Many people experiencing homelessness also face acute financial hardship. Reducing levels of poverty will reduce risks of homelessness.

Addressing stigma

Stigma and stereotyping of people experiencing homelessness create inaccurate assumptions and stop them from receiving appropriate support

The current landscape of evidence surrounding homelessness

There is a substantial evidence base for homelessness interventions, with a total of 668 evaluations to learn from. So far we know that most of the evidence on homelessness comes from the USA and that there are still crucial gaps in the evidence base. The quality of evidence that has been gathered so far is mixed and most of the studies focus on health and housing outcomes rather than employment, income and costs.
