This groundbreaking project is seeking to identify opportunities for ambitious change by answering the following big questions:
The evaluation is taking a hybrid approach that combines theory-based realist evaluation, mixed methods, and cost-effectiveness analyses. It is the first of its kind to look at the homelessness and rough sleeping system as a whole. The project runs from early 2024 to December 2026.
