Dr Lígia Teixeira

Chief Executive Officer

Dr Lígia Teixeira is the founding Chief Executive of the Centre for Homelessness Impact (CHI), part of the UK Government’s What Works Network. She works closely with national government, local authorities, combined authorities and metro mayors, providing expert advice and coaching support to help governments at all levels make better use of data and evidence to improve impact and value for money.

Since establishing CHI in 2019, Lígia has led the development of practical evidence tools and place-based test-and-learn programmes that support better decision-making and delivery in complex, devolved systems. Her work focuses on strengthening prevention, improving system integration and ensuring scarce public resources are directed toward what works.

Before founding CHI, Lígia led evidence and data programmes at Crisis UK, and previously worked at the Young Foundation, the Refugee Council and the International Labour Organisation.

She is a Fellow of the Academy of Social Sciences, holds a PhD from the London School of Economics, has received an honorary doctorate from the University of Glasgow, and serves on UK research council advisory boards.
